日本国民は、正当に選挙された国会における代表者を通じて行動し、われらとわれらの子孫のために、
諸国民との協和による成果と、わが国全土にわたって自由のもたらす恵沢を確保し、政府の行為によって
再び戦争の惨禍が起ることのないやうにすることを決意し、ここに主権が国民に存することを宣言し、この憲法を確定する。

We, the Japanese people, acting through our duly elected representatives in
the National Diet, determined that we shall secure for ourselves and our
posterity the fruits of peaceful cooperation with all nations and the
blessings of liberty throughout this land, and resolved that never again
shall we be visited with the horrors of war through the action of
government, do proclaim that sovereign power resides with the people and do
firmly establish this Constitution.

人間の歴史を見れば、数多くの戦争が起こっている。戦争は絶対悪ではなく、必要悪である。自国の領土、国民の生命や財産が侵されたら、武器をとって立ち向かわなければならない。世界各国の憲法をみても、開戦権・交戦権はすべて明記されている。

そもそも国政は、国民の厳粛な信託によるものであって、その権威は国民に由来し、 その権力は国民の代表者がこれを行使し、その福利は国民がこれを享受する

Government is a sacred trust of the people, the authority for which is
derived from the people, the powers of which are exercised by the
representatives of the people, and the benefits of which are injoyed by the
people.

これは人類普遍の原理であり、この憲法は、かかる原理に基づくものである。われらは、
これに反する一切の憲法、法令および詔勅を排除する。

This is a universal principle of mankind upon which this Constitution is
founded.
We reject and revoke all constitutions, laws, ordinances, and rescripts in
conflict herewith.

民主主義は、人類普遍の原理ではない。英国のチャーチルは「民主主義は最悪の政治であるが、今まで存在したいかなる政治制度よりマシである」と言っている。世界を見渡せば、現在でも、一党独裁の国もあれば、独裁者がいる国もあり、宗教が基本の国もある。

日本国民は、恒久の平和を念願し、人間相互の関係を支配する崇高な理想を深く自覚するのであって、
平和を愛する諸国民の公正と信義に信頼して、われらの安全と生存を保持しようと決意した。

We, the Japanese people, desire peace for all the time and are deeply
conscious of the high ideals controlling human relationship, and we have
determined to preserve our security and existence, trusting in the justice
and faith of the peace-loving people of the world.

崇高な理想とはいったい何か。ギリシャ・ローマ・中国の歴史を調べれば、戦争の連続である。この文章にある平和を愛する諸国民とは誰か。現在の日本をとりまく環境を見ても、理想論にすぎない。
相手の善意に期待して、自国の主権や国民の生命・財産を守った国が過去の歴史にあるのだろうか。自国と国民の生命・財産は、自分で守らなければならない。

われらは、平和を維持し、専制と隷従、圧迫と偏狭を地上から永遠に除去しようと務めている
国際社会において、名誉ある地位を占めたいと思ふ。

We desire to occupy an honored place in an international society striving
for the preservation of peace, and the banishment of tyranny and slavery,
oppression and intolerance for all time from the earth.

現在の国際社会を見れば、専制国家は多数存在する。まったく現実を直視していない。
それとも、専制・隷従・圧迫・偏狭が存在する国々の国民を、日本が解放しようとするのだろうか。

われらは、全世界の国民が、ひとしく恐怖と欠乏から免かれ、平和のうちに生存する権利を有する ことを確認する。

We recognize
that all the people of the world have the right to live in peace, free from
fear and want.
|
われらは、いづれの国家も、自国のことのみに専念して他国を無視してはならないのであって、
政治道徳の法則は、普遍的なものであり、この法則に従ふことは、自国の主権を維持し、 他国と対等関係に立たうとする各国の責務であると信ずる。

We believe that no nation is responsible to itself alone, but that laws of
political morality are universal and that obedience to such laws is
incumbent upon all nations who would sustain their own sovereignty and
justify their sovereign relationship with other nations.

政治道徳の普遍性など、存在しない。外交は国と国とのエゴのぶつかり合いである。理想論だけ掲げても、むなしい。

日本国民は、国家の名誉にかけ、全力をあげて
この崇高な理想と目的を達成することを誓ふ。

We, the Japanese people, pledge our national honor to accomplish these high
ideals and purposes with all our resources.
|
国家と国民の自立、自己決定権を放棄したら、独立国家ではない。奴隷宣言である。
